2. If a liable third party is confirmed, go through liability identification procedures at relevant government departments such as traffic police stations in a timely manner. All medical expenses shall be paid out of pocket in advance; reimbursement will be processed in accordance with relevant regulations after the liability identification conclusion is issued.

Procedures for Settling Medical Expenses Involving Liable Third Parties

Cases where liability identification certificates can be submitted upon admission

1. If the insured inpatient is fully liable and has committed no illegal acts: Complete routine medical insurance admission registration and reimbursement formalities. If illegal acts are involved, all expenses shall be self-paid and cannot be reimbursed by medical insurance.

2. If the third party bears full liability: All inpatient expenses shall be self-paid and excluded from medical insurance reimbursement.

If the third party cannot afford compensation or cannot be identified (e.g., hit-and-run accidents), submit an application for advance payment to the medical insurance department promptly.

3. If both parties share liability with clear defined liability ratios: The patient or family member shall present the patient’s ID card, social security card and official liability identification certificate issued by government authorities to the Medical Insurance Service E-Station on the 1st Floor of Building 3 to complete accidental injury registration, then go to the manual billing counter for fee settlement.
