The dual-channel mechanism covers nationally negotiated drugs and chronic disease medications (excluding narcotic drugs, psychotropic drugs and toxic medical substances). Such medicines are accessible via two authorized channels: designated medical institutions and designated retail pharmacies, and are simultaneously eligible for medical insurance reimbursement. The policy safeguards adequate supply and standardized clinical application of these drugs, improving medication accessibility for insured patients.
II. On-site Registration and Prescription Issuing Procedures at Hospital Outpatient Clinics
Step 1: The insured shall bring valid personal medical insurance credentials, special outpatient disease diagnosis certificates and other supporting documents to complete on-site registration at the corresponding specialist outpatient clinic.
Step 2: The attending specialist will verify the diagnostic documents and complete diagnosis and medical record data in the Hospital Information System (HIS). The insured shall settle the consultation fee upfront with medical insurance credentials such as social security card or medical insurance electronic code.
Step 3: After issuing medical orders for dual-channel drugs in accordance with regulatory requirements, the physician shall upload the prescription to the Medical Insurance Electronic Prescription Circulation Platform.
Step 4: Log in to the WeChat official account "Guangdong Medical Insurance" to retrieve and check prescription details.



Important Reminders
1. Prescriptions for dual-channel drugs are valid within 72 hours upon issuance by physicians. Please complete offline or online drug purchase within the validity period.
2. The Shenzhen Medical Insurance Electronic Prescription Circulation Platform is only available for Shenzhen medical insurance participants. Patients covered by off-site medical insurance or self-paying patients shall contact the medical insurance authorities of their enrollment regions for reimbursement matters.
Guidelines for Purchasing Dual-channel Drugs
(1) Online Drug Purchase Guide
Note: Only applicable to pharmacies with mobile payment service enabled.
Step 1: Log in to the WeChat official account "Guangdong Medical Insurance", set the insured location to Shenzhen, enter the homepage and select "My Electronic Prescriptions".
Step 2: Tap "View Prescriptions" to open the list of unused prescriptions, then click "Preview Prescription" to confirm prescription information.
Step 3: After verifying prescription details, tap "Buy Medicines", search for pharmacies selling the prescribed drugs, select a pharmacy and click "Online Payment for Medicines" to generate an order.
Step 4: Select "Pharmacy Delivery" as the collection method, confirm order information and tap "Submit Order". Authorize the pharmacy to access prescription information for prescription review.
Step 5: After the pharmacy approves the prescription, complete online payment for the order and wait for delivery.
(2) Offline In-store Drug Purchase Guide
Step 1: Log in to the WeChat official account "Guangdong Medical Insurance", set the insured location to Shenzhen, enter the homepage and select "My Electronic Prescriptions".
Step 2: Tap "View Prescriptions" to open the list of unused prescriptions, then click "Preview Prescription" to confirm prescription information.
Step 3: After verifying prescription details, tap "Buy Medicines", search for pharmacies selling the prescribed drugs, select a pharmacy and click "In-store Payment for Medicines".
Step 4: Upon arrival at the pharmacy, tap "Show Medical Insurance QR Code" and present the code to pharmacy staff. Authorize the pharmacy to download the prescription and complete payment and drug dispensing via card or QR code scanning.
