Newborns with local household registration who complete resident basic medical insurance enrollment within 6 months after birth may pay premiums retroactively starting from the month of birth and enjoy resident medical insurance benefits as stipulated herein from the date of birth.

Required Documents for Retroactive Billing

1. Documents of the newborn: Birth Certificate, ID Card / Household Register, Social Security Card / Medical Insurance Electronic Code

2. ID card of the guardian (mandatory for minors under 18)

3. Name Change Application Form (e.g., change temporary name "Baby XXX" to formal name Zhang San)

4. Medical invoice, detailed fee list, discharge summary or medical certificate

Handling Procedures

1. Apply for name change at the Neonatology Department (4th Floor, Building 2)

2. Submit all documents to the General Service Center on the 1st Floor, Building 3 for stamping, and obtain signature review on the information change form from the Medical Insurance Department

3. Complete retroactive medical insurance billing at Window 1 of the Outpatient Billing Counter on the 1st Floor

Important Reminder

For newborns who have not yet completed household registration: Download the National Medical Insurance Service Platform APP, log in with the mother’s account, enter the Family Account module, select Birth Certificate Binding, fill in the mother’s information and birth certificate number, complete facial verification of the mother, and generate the newborn’s medical insurance electronic code.
