1. Catalogue and Payment Standards

The unified national catalogue and payment standards for basic medical insurance drugs, diagnosis and treatment items, and medical consumables shall be implemented.

For medical consumables priced above RMB 1,000 per unit, no distinction will be made between imported and domestic products, and no separate general price brackets will be formulated independently.

2. Advance Individual Self-payment

For Category B drugs and medical service items under basic medical insurance subject to advance self-payment as stipulated by national and Guangdong provincial authorities, individuals shall cover 1% of the total cost upfront before reimbursement.

3. Separate Payment for National Negotiated Drugs

Outpatient expenses incurred on national negotiated drugs at designated medical institutions shall be reimbursed by the basic medical insurance pooling fund in accordance with relevant provisions. Such expenses shall not be counted against the annual payment caps for general outpatient pooling and special outpatient disease treatments.
