To all bidders:
Due to fewer than three valid bidders, the bid opening requirements are not satisfied. Shenzhen Bao’an Women’s and Children’s Hospital hereby postpones the following procurement project. Qualified suppliers are welcome to participate in the bidding.
I. Postponed Project Details
Note: The ceiling price is CNY 1.81 per box (10 pieces per box). The bid quantity shall not be less than the quantity specified in the procurement list.
II. Qualification Requirements for Potential Suppliers
1. The bidder shall be an independent legal entity or other organization capable of independently assuming civil liabilities (provide scanned copies of business license or public institution legal person certificate; original documents shall be available for inspection).
2. The bidder shall comply with Paragraph 1 of Article 22 of the Government Procurement Law of the People’s Republic of China (to be stated in the Government Procurement Bidding and Performance Commitment Letter).
3. The bidder shall have no major illegal records in business operations within three years prior to participation in this bidding (to be stated in the Government Procurement Bidding and Performance Commitment Letter).
4. The bidder shall not be subject to any valid government procurement prohibition issued by competent authorities during this procurement activity (to be stated in the Government Procurement Bidding and Performance Commitment Letter).
5. The bidder shall not be listed in the Record of Dishonest Persons Subject to Enforcement, List of Entities Involved in Major Tax Violations, or Record of Severe Illegal Acts in Government Procurement (to be stated in the Government Procurement Bidding and Performance Commitment Letter).
6. Different suppliers with the same legal representative (person-in-charge) or direct holding/management relations shall not participate in this bidding simultaneously (to be declared and affixed with official seal in the commitment letter).
7. Consortium bidding is not accepted. Project subcontracting and transfer are prohibited (to be declared and affixed with official seal in the commitment letter).
III. Registration Time and Location
From now until 17:00, July 20, 2026 (during working hours), submit registration documents to Ms. Wang, Tender Office, Room 206, Block C, Huameiju Zone A for preliminary review. After passing on-site verification, submit electronic registration materials (PDF + Word versions) to the purchaser via self-provided USB flash drive.
IV. Registration Materials
Prepare photocopies of all materials strictly in accordance with the document Shenzhen Bao’an Women’s and Children’s Hospital - Registration Document.docx (downloadable). All copies must be affixed with the company official seal, signed by the handler and dated. Qualified applicants will obtain procurement documents (please bring your own USB flash drive for file copying).

VI. Bidding Requirements
Both physical bid documents and electronic scanned bid documents must be submitted on-site. All bid documents submitted after bid opening shall be retained by the purchaser and will not be returned.
1. Physical bid documents: Compiled in accordance with the hospital’s Bid Document Template, double-sided printed and perfectly bound. A total of 6 sets (1 original, 5 copies) clearly marked with “Original” and “Copy”. Copies may be scanned versions of the original. The original version shall prevail in case of any discrepancy.
2. Scanned PDF version of the original bid document: Submitted via USB flash drive at bid opening. File naming rule: BAFY-SBK-2622: Natural Latex Male Condoms (Free Distribution) – [Bidder Company Name]. The bidder shall bear full responsibility for any losses caused by virus infection or other defects of submitted electronic files.
VII. Supplementary Instructions
Bidders who obtain tender documents but fail to participate in the bidding shall notify the Tender Office by phone and in written form before bid opening.
