To all bidders:
As fewer than three suppliers have submitted valid bids, the bid opening quorum is not met. Shenzhen Bao’an Women’s and Children’s Hospital hereby postpones the tendering process of the following project. All qualified suppliers are welcome to participate.

II. Qualification Requirements for Potential Suppliers
1. Bidders shall be independent legal entities or other organizations capable of independently bearing civil liabilities (scanned copies of business licenses or public institution legal person certificates shall be provided; original documents are subject to inspection).
2. Bidders shall meet the requirements specified in Paragraph 1 of Article 22 of the Government Procurement Law of the People’s Republic of China (to be stated in the Government Procurement Bidding and Performance Commitment Letter).
3. Bidders shall have no major illegal business records in the past three years prior to this bidding (to be stated in the Government Procurement Bidding and Performance Commitment Letter).
4. Bidders shall not be under any valid government procurement prohibition penalty when participating in this procurement activity (to be stated in the Government Procurement Bidding and Performance Commitment Letter).
5. Bidders shall not be included in the List of Dishonest Persons Subject to Enforcement, List of Major Tax Illegal Cases, or List of Severe Illegal Acts in Government Procurement (to be stated in the Government Procurement Bidding and Performance Commitment Letter).
6. Suppliers with the same legal representative or direct holding/management relationship shall not bid for this project simultaneously (to be declared and officially sealed in the commitment letter).
7. No consortium bidding, subcontracting or project transfer is allowed (to be declared and officially sealed in the commitment letter).
III. Registration Time and Location
Registration Period: From now until 17:00, July 17, 2026 (working hours only).
Submit registration documents to Ms. Wang, Tender Office, Room 206, Block C, Huameiju Zone A for preliminary review. After on-site verification, submit electronic registration materials (PDF + Word versions) to the purchaser via self-prepared USB flash drive.
IV. Registration Materials
Prepare photocopies of all documents in strict accordance with Shenzhen Bao’an Women’s and Children’s Hospital – Registration Document.docx(downloadable). All copies must be affixed with the company official seal, signed by the handler and dated. Approved bidders will receive tender documents (please bring your own USB flash drive for copying).

VI. Bidding Submission Requirements
Both physical bid documents and electronic scanned copies shall be submitted on-site. All submitted bid documents will be retained by the purchaser and will not be returned.
1. Physical bid documents: Prepared in accordance with the official Bid Document Template, double-sided printed and perfectly bound. A total of 6 sets (1 original + 5 copies) with clear marks of “Original” and “Copy”. Copies may be scanned versions of the original. In case of any discrepancy, the original shall prevail.
2. Scanned PDF version of the original bid document: To be submitted via USB flash drive on-site. File naming rule: BAFY-SBK-2616: Budget Estimate Compilation Service for Supporting Medical Equipment Procurement of Bao’an Children’s Hospital – [Bidder Name]. Bidders shall be fully responsible for any losses caused by viruses or defective document files.
VII. Supplementary Provisions
Bidders who obtain tender documents but withdraw from the bidding shall notify the Tender Office by phone and in written form before bid opening.
