On September 29, 2025, the Shenzhen Municipal Medical Insurance Bureau and the Health Commission jointly issued the Work Plan for Designated Medical Institutions to Access the Medical Insurance Image Cloud Data Sharing Center (Shenzhen Medical Insurance [2025] No. 19), specifying rigid deadlines: completing system transformation of tertiary hospitals by the end of October, realizing the connection of all designated medical institutions by the end of November, and finishing the supplementation of historical indexes by the end of December. For the first time, the state incorporates "digital image processing, uploading and storage services" into medical service pricing standards. A deduction of RMB 5 per unqualified uploaded image cloud index will be imposed. The document requires the establishment of a municipal-level image cloud sharing center and a cross-institutional image access system based on unified standards, catalogs, indexes and services, laying a foundation for cross-provincial and cross-city mutual recognition of medical image data.
Current work is confronted with multiple difficulties:
(1) It is necessary to carry out PACS system transformation and interface development, maintain and match examination site data, and develop new interfaces containing 16 required fields as well as complete interface joint debugging.
(2) Inconsistent data uploading tools lead to disordered data formats and low adaptability; there is no effective monitoring mechanism for data integrity and timeliness; troubleshooting for failed image data and index uploads is inefficient; and regulatory authorities cannot intuitively grasp regional data uploading dynamics. To comply with policy requirements and solve practical problems, it is urgent to build a data uploading supervision system to realize standardized management and precise supervision of the whole process of image cloud data submission.
To promote the procurement of interface services and PACS data uploading monitoring and management module for the medical insurance image cloud data sharing project of Shenzhen Bao'an Women’s and Children’s Hospital, the hospital conducts public market research to collect qualified solutions and suggestions for formulating scientific and reasonable bidding requirements. Qualified institutions intending to participate in the research shall submit relevant materials in accordance with the following requirements:

1. PACS Data Uploading Monitoring and Management System
(1) Data Uploading Monitoring and Management
Monitor each piece of uploaded data through link logs, including data collection time, uploading execution time, uploading status, and causes of uploading exceptions. Generate data reports to display uploading statistics such as cloud index data volume and uploaded data volume. Support querying data uploading quality of each institution, analyzing required data volume, actual uploaded data volume, proportion of examination equipment types, and uploading timeliness rate. Support manual re-upload of failed data to facilitate efficient operation and maintenance.
(2) Mapping and Matching Management
Establish corresponding relationships between internal system fields and standard uploading fields in the system, and support one-to-one and many-to-one field mapping for inconsistent field specifications. Realize content conversion and matching for inconsistent connotations of source and target fields to ensure accurate cross-system data circulation.
(3) Data Standard Management
Maintain and manage uploading-related standards in the system, including medical insurance standards, examination site standards, cloud index standards, and equipment type standards. Support multi-dimensional retrieval and fuzzy query functions.
(4) Background Configuration Management
Configure early warning notification templates, threshold values and timing for upload failures in the background; support system account management and permission allocation.
2. Interface Services for Medical Insurance Image Cloud Data Sharing Project
(1) PACS System Transformation and Interface Development
Transform the hospital PACS system and redevelop interfaces in accordance with the provincial and municipal health/medical insurance technical specifications for examination data uploading, to meet policy requirements for medical image interconnection and medical insurance image cloud index submission.
(2) Engineer System Transformation, Operation and Maintenance Services
Complete interface docking in compliance with the Guangdong Medical Insurance Image Cloud Index Data Collection Center Standards to satisfy the requirements of image data quality control and data governance.
(3) Examination Site Matching and Maintenance
1. Adopt manual verification and continuous manual maintenance with strict data quality control requirements.
2. Preparatory work: Sort out the hospital’s existing examination site details (such as CT and MRI site lists) and clarify the medical insurance coding rules (referring to the Classification and Coding of Medical Service Items issued by the National Healthcare Security Administration).
3. Department verification: Communicate with principals of clinical departments (Radiology Department) one by one to confirm the standard name and corresponding medical insurance code of each examination site (e.g., "Cranial CT" corresponds to code "CT00100").
4. Record special discrepancies: Establish mapping rules for inconsistent hospital self-defined site names and official medical insurance standard names.
5. Code import and verification: Manually input verified codes into the system, and compile verification logic to check code format validity (length, prefix rules) and uniqueness of site-code correspondence to avoid one-to-many errors.
6. Long-term maintenance mechanism: Compile the Site Coding Maintenance Manual to specify the docking process for future department name adjustments.
(4) Development of New Interfaces with 16 Required Fields
1. Field analysis: Distinguish fixed fields (e.g., examination equipment model) and missing hospital fields (e.g., examiner ID), and formulate supplementary rules for missing fields (e.g., data association from HIS system or manual entry).
2. New view development: Add storage structures for 16 new fields in the existing data model, develop database views for field integration, and build adaptation logic for missing fields (e.g., default value filling and cross-system data capture interfaces).
3. Data verification: Add verification rules for new fields (e.g., date format and value range) to fully comply with the requirements of the uploading platform.
(5) Interface Joint Debugging
1. Conduct simulated data upload tests covering normal and abnormal scenarios (e.g., missing fields and coding errors).
2. Cooperate with third-party engineers to locate and solve problems such as incompatible data formats and transmission timeouts via field mapping adjustment and network timeout optimization.
