In accordance with relevant national, provincial and municipal regulatory documents and the principles of openness, fairness and impartiality, Shenzhen Bao'an Women’s and Children’s Hospital plans to conduct an open bidding for the following project. Qualified suppliers are welcome to submit bids.

II. Bidder Eligibility Criteria
1. Bidder shall be an independent legal entity or other organization capable of independently assuming civil liabilities (submit scanned copy of business license or institutional legal person certificate; original documents shall be presented for verification upon request).
2. Bidder shall meet the requirements specified in Paragraph 1 of Article 22 of the Government Procurement Law of the People’s Republic of China (to be stated in the Government Procurement Bidding and Performance Commitment Letter).
3. Bidder shall have no major illegal business records within three years prior to participating in this bidding (to be stated in the Government Procurement Bidding and Performance Commitment Letter).
4. Bidder shall not be under any valid government procurement ban issued by competent authorities when participating in this procurement activity (to be stated in the Government Procurement Bidding and Performance Commitment Letter).
5. Bidder shall not be listed in the Record of Dishonest Persons Subject to Enforcement, List of Entities Involved in Major Tax Violations or Record of Severe Violations in Government Procurement (to be stated in the Government Procurement Bidding and Performance Commitment Letter).
6. Suppliers sharing the same legal representative (person-in-charge) or direct holding/management relations shall not bid for this project simultaneously (to be declared and affixed with official seal in the Government Procurement Bidding and Performance Commitment Letter).
7. Joint bidding is not accepted; subcontracting and transfer of this project are prohibited (to be declared and affixed with official seal in the Government Procurement Bidding and Performance Commitment Letter).
III. Registration Time and Location
Registration closes at 17:00 on July 8, 2026 (during working hours). Submit registration documents to Ms. Wang at the Tender Office, Room 206, Block C, Huameiju Zone A for preliminary review. After passing on-site verification, submit electronic registration materials (PDF + Word versions) to the purchaser via self-provided USB flash drive.
IV. Registration Documents
Prepare photocopies of all materials strictly in accordance with the template Shenzhen Bao'an Women’s and Children’s Hospital - Registration Document.docx (downloadable link). All copies must bear the company official seal, signature of the handler and submission date. Tender documents will be issued after document verification (please bring a USB flash drive for file copying).

VI. Bidding Submission Requirements
Both physical bid documents and scanned electronic versions must be submitted at bid opening. The purchaser reserves all submitted bid documents and will not return them to bidders after bid opening.
1. Physical bid documents: Compiled based on the hospital’s Bid Document Template, double-sided printed and perfect bound. Six sets in total (1 Original, 5 Copies), clearly marked "Original" and "Copy". Copies may be scanned reproductions of the original; the original version shall prevail in case of any discrepancy between copies and the original.
2. Scanned PDF of the original bid document: Submitted via USB flash drive at bid opening with the specified naming format: "BAFY-SBK-2616: Service for Compilation of Budget Estimate for Supporting Medical Equipment Procurement of Bao'an Children's Hospital - [Bidder Company Name]". The bidder shall bear all liabilities arising from virus infection or other defects in submitted electronic materials.
VII. Supplementary Provisions
Bidders who obtain tender documents but decide not to participate in the bidding shall notify the Tender Office by phone and written notice prior to bid opening.
