2. Qualification Requirements for Responding Suppliers

1. Be an independent legal entity or other organization capable of independently assuming civil liabilities. Submit scanned copies of business license or public institution legal person certificate, with original documents available for inspection.

2. Meet the provisions of Article 22, Paragraph 1 of the Government Procurement Law of the People's Republic of China, which shall be stated in the Letter of Commitment for Government Procurement Bidding and Performance.

3. Have no major illegal records in business activities within three years prior to participating in this tender, which shall be stated in the Letter of Commitment for Government Procurement Bidding and Performance.

4. Not be barred from participating in government procurement activities by competent authorities with valid restriction period during the tender, which shall be stated in the Letter of Commitment for Government Procurement Bidding and Performance.

5. Not be listed in the records of dishonest debtors, parties involved in major tax-related illegal cases or serious illegal acts in government procurement, which shall be stated in the Letter of Commitment for Government Procurement Bidding and Performance.

6. Different suppliers with the same legal representative (person-in-charge) or direct shareholding and management relationship shall not bid simultaneously. A signed and sealed statement to this effect shall be provided in the Letter of Commitment for Government Procurement Bidding and Performance.

7. Joint bidding is not accepted; project transfer and subcontracting are prohibited. A signed and sealed statement to this effect shall be provided in the Letter of Commitment for Government Procurement Bidding and Performance.

8. Possess valid Food Operation Filing Certificate. Submit a scanned copy of the filing certificate affixed with the supplier’s official seal, with the original document available for inspection.

3. Registration Time and Venue

Submit registration documents to Ms. Wang at the Tender Office, Room 206, Block C, Area A, Huameiju for pre-review during working hours from the date of this notice until 17:00 on July 1, 2026. Upon passing on-site verification, submit electronic registration materials (PDF + Word versions) via self-provided USB flash drive to the purchaser.

4. Registration Documents

Prepare copies of all documents in strict accordance with the requirements of Shenzhen Bao'an Women's and Children's Hospital - Registration Documents.docx (click to download). All copies shall be affixed with the company official seal, signed by the handler and dated. Procurement documents will be issued after verification (please bring a USB flash drive for copying).

5. Bid Opening Time and Venue

6. Bidding Requirements

Both physical bid documents and electronic scanned copies shall be submitted at the bid opening site. The purchaser reserves the right to retain all bid documents after bid opening and will not return them to suppliers.

1. Physical bid documents: Compile documents in accordance with the Bid Document Template provided by the hospital. Prepare 6 bound and double-sided printed copies, including 1 original and 5 duplicates with clear marking. Duplicates may be scanned copies of the original. In case of discrepancy between duplicates and the original, the original shall prevail.

2. Electronic scanned copy of the original bid document in PDF format shall be submitted via USB flash drive on site. File name: BAFY-ZWK-2609: Convenience Self-service Vending Machine Service - [Name of Bidding Company]. The supplier shall bear all consequences arising from viruses or other faults of submitted bid materials.

7. Additional Notes

Suppliers who have obtained procurement documents but decide not to participate shall notify the Tender Office by phone and in writing prior to bid opening.
