On September 29, 2025, Shenzhen Municipal Medical Security Bureau and Health Commission jointly issued the Work Plan for Designated Medical Institutions to Access the Medical Insurance Image Cloud Data Sharing Center (Shenzhen Medical Security Document [2025] No.19), setting rigid deadlines: completing system transformation of tertiary hospitals by the end of October, realizing access of all designated institutions by the end of November, and finishing supplementary entry of historical indexes by the end of December. For the first time, the service of digital image processing, uploading and storage has been incorporated into medical service prices. A penalty of RMB 5 per case will be imposed for failure to upload image cloud indexes in compliance with regulations. A municipal-level image cloud sharing center shall be built to form an inter-institutional image access system with unified standards, catalogs, indexes and services, laying a foundation for cross-provincial and cross-city mutual recognition of medical images.

Multiple difficulties have been encountered in the ongoing work:

1. Transformation and interface development of the PACS system, comparison and maintenance of examination parts, addition of interfaces covering 16 required fields, and joint debugging of interfaces are required.

2. Inconsistent reporting tools lead to chaotic data formats and poor compatibility. There is no effective monitoring mechanism for data integrity and timeliness. Troubleshooting for failed uploads of image data and indexes is time-consuming, and regulatory authorities cannot intuitively track regional data upload progress. To comply with policy requirements and resolve practical problems, a dedicated data reporting supervision system is urgently needed to standardize and precisely supervise the whole process of image cloud data submission.

To facilitate the procurement of interface services and PACS data reporting supervision module for the Medical Insurance Image Cloud Data Sharing Project of Shenzhen Bao'an Women's and Children's Hospital, our hospital carries out public market research to collect eligible solutions and professional suggestions for formulating scientific and reasonable tender requirements. 2. Project Requirements

2.1 PACS Data Reporting Supervision and Management System

(1) Data Reporting Supervision and Management

The system shall monitor all uploaded data through link logs, including data collection time, submission execution time, submission status and causes of submission exceptions. Data reports shall be available to view submission metrics such as the volume of cloud indexes and total uploaded data. The system supports querying data submission quality by institution, analyzing target submission volume, actual submission volume, proportion of submitted examination equipment types and submission timeliness rate. Failed submission records can be manually resubmitted for efficient operation and maintenance.

(2) Mapping and Comparison Management

The system shall establish mapping relations between internal examination system fields and standard submission fields to handle mismatches, supporting one-to-one and many-to-one mapping modes. Content conversion shall be available for source and target fields with inconsistent semantic meanings to guarantee data accuracy during cross-system transmission.

(3) Data Standard Management

Relevant submission standards shall be maintained within the system, including medical insurance standards, examination part standards, cloud index standards and equipment type standards. Multi-dimensional retrieval and fuzzy search functions shall be provided.

(4) Background Configuration Management

Administrators may configure early warning notification templates, warning thresholds and trigger time for upload failures in the backend, as well as manage system accounts and access permissions.

2.2 Interface Services for Medical Insurance Image Cloud Data Sharing Project

(1) PACS System Transformation and Interface Development

The hospital PACS system shall be renovated and new interfaces developed in accordance with provincial and municipal health and medical insurance technical specifications for examination data submission, to meet policy requirements for medical image interconnection and medical insurance cloud index uploading.

(2) Engineer Services for System Transformation and Operation & Maintenance

Interface docking shall be completed in line with Standards of Guangdong Medical Insurance Image Cloud Index Collection Center to satisfy requirements of image data quality control and data governance.

(3) Comparison and Maintenance of Examination Parts

1. Manual verification and continuous regular maintenance with strict data quality standards.

2. Preliminary preparation: Sort out a complete list of hospital examination items (e.g. CT and MRI items) and compile matching national medical insurance coding rules specified in Classification and Codes of Medical Service Items issued by National Healthcare Security Administration.

3. Department verification: Communicate one-on-one with directors of clinical departments (Radiology Department) to confirm standard names and corresponding medical insurance codes for each examination part (e.g. Cranial CT corresponds to code CT00100).

4. Record special discrepancies between hospital self-defined item names and official medical insurance standards, and formulate dedicated mapping rules.

5. Code import and verification: Manually import verified codes into the system, and deploy verification logic to check code format compliance (length, prefix rules) and uniqueness of part-code matching to avoid many-to-one errors.

6. Long-term maintenance mechanism: Issue a Manual for Examination Part Code Maintenance to specify adjustment workflows when department names are updated.

(4) Development of Interfaces Covering 16 Specified Fields

1. Field analysis: Distinguish fixed fields (e.g. examination equipment model) and missing hospital fields (e.g. radiographer ID), and define supplementary rules for missing fields such as data association extraction from HIS or manual entry.

2. New database views: Build storage structures for the 16 additional fields in the existing data model and develop database views for data integration; implement adaptation logic for missing fields including default value filling and cross-system data acquisition interfaces.

3. Data validation: Deploy validation rules for new fields such as date format and value range to meet the standards of the superior submission platform.

(5) Interface Joint Debugging

1. Conduct simulated data upload tests covering normal and abnormal scenarios such as missing fields and incorrect coding.

2. Collaborate with third-party engineers to locate faults including incompatible data formats and transmission timeouts, record defects and implement revisions such as adjusting field mapping and optimizing network timeout parameters.
