Due to fewer than three responsive suppliers, the bid opening quorum is not met. Shenzhen Bao'an Women’s and Children’s Hospital hereby postpones the following project. All qualified suppliers are welcome to participate in the bidding.

II. Bidder Qualification Requirements
1.The bidder must be an independently incorporated insurance brokerage institution, legal branch or subsidiary duly registered and lawfully operating within the territory of the People’s Republic of China. Provide a scanned copy of the business license affixed with the official seal; the original shall be available for inspection upon request.
2.The bidder must hold qualifications for engaging in insurance business. Submit a copy of the Insurance Company Legal Person License, Insurance Business Operation License or Insurance License issued by the China Banking and Insurance Regulatory Commission or its dispatched institutions, with the official seal affixed.
3.Comply with the provisions specified in Paragraph 1 of Article 22 of the Government Procurement Law of the People’s Republic of China (to be declared in the Government Procurement Bidding and Performance Commitment Letter).
4.Have no major illegal records in business activities within three years prior to participating in this bidding project (to be declared in the commitment letter).
5.Not subject to any ongoing prohibition on participating in government procurement activities issued by competent authorities (to be declared in the commitment letter).
6.Not included in the list of dishonest persons subject to enforcement, parties to major tax violation cases, or serious dishonest entities in government procurement (to be declared in the commitment letter).
7.Different suppliers sharing the same legal representative or person-in-charge, or having direct holding or management relations, shall not bid simultaneously for this project (the supplier shall make a sealed declaration in the commitment letter).
8.Consortium bidding is not accepted. Project subcontracting and transfer are prohibited (the supplier shall make a sealed declaration in the commitment letter).
III. Registration Time and Venue
From the date of this announcement until 17:00 on May 15, 2026 (during working hours), submit registration documents to Ms. Wang, Tender Office, Room 206, Block C, Area A, Huameiju for preliminary review.After passing on-site verification, submit electronic registration materials (PDF + Word version) to the Purchaser via a self-provided USB flash drive.

Prepare copies of all documents strictly in accordance with the template Shenzhen Bao'an Women’s and Children’s Hospital - Registration Document.docx (click to download). All copies must be affixed with the official company seal, signed by the handler and dated. Qualified applicants will be issued procurement documents; please bring your own USB flash drive for copying.

VI. Bidding Requirements
Both paper bidding documents and electronic scanned versions must be submitted at bid opening. The purchasing unit reserves the right to retain all bidding documents after bid opening, which will not be returned to bidders.
① Paper bidding documents shall be compiled in accordance with the hospital’s bidding template, printed double-sided and perfectly bound, with a total of 6 sets (1 original and 5 duplicates), clearly marked as Original and Duplicate. Duplicates may adopt scanned copies of the original; in case of any inconsistency, the original version shall prevail.
② The PDF scanned copy of the original bidding document shall be submitted via USB flash drive on-site:

2.The bidder shall bear full responsibility for any consequences arising from document viruses or other anomalies.
VII. Other Instructions
Bidders who obtain tender documents but decide not to participate in the bidding shall notify the Tender Office by phone and in writing before bid opening.
