II. Qualification Requirements for Potential Suppliers

1. The bidder shall be an independent legal entity or other organization capable of independently assuming civil liabilities. Provide scanned copies of the business license or public institution legal person certificate; original documents shall be available for inspection upon request.

2. The bidder shall meet the requirements specified in Paragraph 1 of Article 22 of the Government Procurement Law of the People's Republic of China, which shall be stated in the Government Procurement Bidding and Performance Commitment Letter.

3. The bidder shall have no major illegal records in business operations within three years prior to bidding for this project, which shall be stated in the commitment letter.

4. The bidder shall not be subject to an effective administrative penalty prohibiting participation in government procurement activities, which shall be stated in the commitment letter.

5. The bidder shall not be included in the list of dishonest persons subject to enforcement, parties to major tax violation cases, or serious dishonest entities in government procurement, which shall be stated in the commitment letter.

6. Different suppliers with the same legal representative or person-in-charge, or with direct holding or management relations, shall not bid for this project simultaneously. The supplier shall make a sealed declaration in the commitment letter.

7. Consortium bidding is not accepted. Project subcontracting and transfer are prohibited. The supplier shall make a sealed declaration in the commitment letter.

III. Registration Time and Venue

From the date of issuance until 17:00 on May 14, 2026 (during working hours), submit registration documents to Ms. Wang, Tender Office, Room 206, Block C, Zone A, Huameiju for preliminary review.After passing on-site review, submit electronic registration documents (PDF + Word) to the Purchaser via a self-provided USB flash drive.

IV. Registration Materials

Prepare copies of all documents strictly in accordance with the template Shenzhen Bao'an Women’s and Children’s Hospital - Registration Document.docx (downloadable). All copies must bear the official company seal, with the handler’s signature and date filled in. Qualified applicants will be provided with procurement documents; please bring a USB flash drive for file copying.

VI. Bidding Requirements

Both physical paper bidding documents and electronic scanned versions shall be submitted at bid opening. The Purchaser reserves the right to retain all bidding documents without returning them to the supplier.
