In accordance with relevant national, provincial, and municipal requirements, and following the principles of openness, fairness, and impartiality, Shenzhen Bao'an Women's and Children's Hospital hereby announces an open call for bids for the following project. Qualified bidders are welcome to participate.

II. Bidder Qualification Requirements:
1.The bidder must be an independent legal entity or legal person branch/branch company of an insurance brokerage company duly registered and legally operating within the territory of the People's Republic of China. Provide a scanned copy of the bidder's Business License (with official seal, original to be kept for future verification).
2.The bidder must be qualified to engage in insurance business. Provide a scanned copy of the "Insurance Company Legal Person License" or "Insurance Business Operation License" or "Insurance License" issued by the China Banking and Insurance Regulatory Commission (CBIRC) or its dispatched office (with official seal).
3.The bidder must satisfy the conditions set forth in Article 22, Paragraph 1 of the Government Procurement Law of the People's Republic of China (a statement to this effect shall be made in the Letter of Commitment for Government Procurement Bidding and Performance).
4.The bidder must have no major illegal or non-compliant records in its business operations during the three years prior to bidding for this project (a statement to this effect shall be made in the Letter of Commitment for Government Procurement Bidding and Performance).
5.The bidder must not be subject to any government prohibition from participating in government procurement activities that is currently in effect at the time of bidding for this project (a statement to this effect shall be made in the Letter of Commitment for Government Procurement Bidding and Performance).
6.The bidder must not be included in the lists of untrustworthy persons subject to enforcement, parties involved in major tax violation cases, or entities with serious illegal and non-compliant records in government procurement (a statement to this effect shall be made in the Letter of Commitment for Government Procurement Bidding and Performance).
7.Bidders whose legal representatives (responsible persons) are the same person or who have direct shareholding or management relationships with each other may not bid for this project simultaneously (a statement to this effect shall be made in the Letter of Commitment for Government Procurement Bidding and Performance by the bidder, with an official seal affixed).
8.Consortium bids are not accepted for this project, and subcontracting or assignment is not permitted (a statement to this effect shall be made in the Letter of Commitment for Government Procurement Bidding and Performance by the bidder, with an official seal affixed).
III. Registration Time and Location:From now until 17:00, May 7, 2026 (during working hours). Submit registration documents to Mr. Wang, Room 206, Building C, Zone A, Huameiju, for preliminary review. After on-site review and approval, the electronic versions of the registration materials (PDF + Word) shall be copied to a USB flash drive and submitted to the Procurement Unit.
IV. Registration Materials:
When registering, please strictly prepare all required copies according to our hospital's "Shenzhen Bao'an Women's and Children's Hospital – Registration Documents.docx". All copies must be stamped with the company's official seal, signed by the handling person, and dated. Those that pass the review will be issued procurement materials (please bring a USB flash drive for copying).
V. Bid Opening Time and Location:To be determined. Please refer to the Announcements section of the Shenzhen Bao'an Women's and Children's Hospital official website (https://www.bawjxt.net/baqfybjy/yydt/zbgs/index.html) for notifications.
VI. Bidding Requirements:
Paper bid documents and an electronic scanned version of the bid documents must be submitted at the bid opening site. After the bid opening, the Procurement Unit reserves the right to retain all bid documents and will not return them to bidders.
① Paper Bid Document Requirements: The bid document shall be prepared in accordance with the "Bid Document Template" provided by our hospital. The paper bid document must be double-sided printed and bound with adhesive binding, in six (6) copies (1 original and 5 duplicates). The original and duplicate copies shall be clearly marked. Scanned copies of the original may be used for the duplicate copies. In the event of any inconsistency between the duplicate copies and the original, the original shall prevail.
② Electronic Scanned Version (PDF) of the Original Bid Document: A scanned version of the original bid document (PDF format) shall be submitted to the Procurement Unit on a USB flash drive at the bid opening site (1. File naming convention: "BAFY-YWK-2602: Insurance Brokerage Service – XX Company (Bidder Company Name)". 2. The bidder assumes all consequences arising from viruses or other causes affecting the bid document files.)
VII. Other Instructions:If a bidder obtains the bidding documents but decides not to participate in the bid, they must notify the Tendering Office by phone and in writing before the bid opening.
